Allscripts is guaranteeing that any MyWay Subscription or Direct Purchase will meet the "Meaningful Use" rules that are one of the key requirements for doctors to receive up to $44,000 in incentives to properly implement EHR in their practices. Allscripts is closely involved in the definition of these rules and will ensure that their software solution MyWay will be modified if necessary to meet all requirements for the HITECH Act reimbursements. The intent is defined in an addendum to all MyWay signed agreements.

The American Recovery and Reinvestment Bill was signed for

− $790 billion
    − Approximately $30 billion within the Bill is allocated towards the
       improvement of healthcare in some form
    − Includes

         Training for more primary care physicians

         Research on chronic diseases
         Community Health Centers
         Comparative Effectiveness” research

The Health Information Technology for Economic and Clinical Health Act (‘‘HITECH“) includes $19 billion for health information technology

HITECH ACT:  Key Points

  • Health Information Technology for Economic and Clinical Health Act (“HITECH”) includes ~$20billion for health IT
  • $17 billion of incentives require proof of “meaningful” use
    • Use of a certified product as determined appropriate by the
    • Secretary of HHS. 
    • The EHR technology is connected for the electronic exchange of PHI
    • Complies with submission of reports on clinical quality measures

    Those that adopt first will benefit the most – sliding incentives

    • Physicians can earn between $44,000 to $64,000 over five years from Medicare/Medicaid if they start in 2011.
      • Late adopters will receive significantly less (only a few thousand in 2015)
      • Providers may receive incentives under only one of the programs
    • In 2014, reductions in Medicare and Medicaid fee schedules for non-EHR users begin.

PLUS there will be $2 Billion available durng 2009 for grants to enable physicians pay for IT upgrades to meet the eHealthcare Initiative mandates and be immediately prepared to meet the incentive guidelines.
